A recent report by the University of Illinois in Chicago states that Chicago continues to be the nation's most corrupt big city, despite a decline in the number of federal convictions for public corruption.

UIC Political science professor and former Alderman, Dick Simpson, co-authors the report entitled, Corruption in Chicago and Illinois with Marco Rosaire Rossi, a UIC political science Ph.D. student, and Thomas J. Gradel, a former political media consultant. Together, they examine and analyze public corruption statistics published annually by the Public Integrity Section of the U.S. Department of Justice. The most recent figures available from the DOJ are 2017's stats, which show that there were 25 public corruption convictions in Illinois's Northern District - a decrease from 30 convictions the previous year and the 33.6 average per year over the last 10 years. The Northern District includes all of Chicago and the northern third of Illinois, and despite this decrease Chicago remains the most corrupt big city in the U.S., according to Simpson.

The DOJ began keeping track of these statistics in 1976, and in the past 42 years a total of 1,731 people have been convicted of public corruption in Illinois's Northern District. Los Angeles (1,534), Manhattan (1,327), Miami (1,165) and Washington, D.C. (1,159) directly follow Chicago in public corruption convictions.

Illinois also ranked highly on the list of the most corrupt states in the U.S., taking the third place spot. Along with Chicago's 25 convictions, there were nine total convictions in Illinois's Southern and Central Districts, bringing the 2017 statewide total to 34. This is a decrease from the 44.7 convictions per year since 1976, and California, Texas, Florida and New York all have more public convictions than Illinois; nevertheless, the state remains the third most corrupt state on a per capita basis.

"While, the decades-long declines in Chicago's public corruption convictions may be encouraging, federal prosecutors recently jolted the electorate back to reality of Chicago's 'chronic corruption problems,'" Simpson says.

This 'corruption problem' was highlighted in the New York Times earlier this month. The article featured Chicago among four of the biggest cities in America, stating that they "are under the dark clouds of major federal corruption investigations." This report comes after the U.S. Attorney charged Edward Burke (Ward 14), Chicago's most powerful Alderman and Chairman of the City Council's Financial Committee, with attempting to extort a restaurant owner. Alderman Daniel Solis (Ward 25), Chairman of the Zoning Committee, is also facing the heat as he is currently under investigation and cooperating with federal prosecutors.

With the Municipal elections less than two weeks away, the fourteen Chicago mayoral candidates are responding to the Burke/Solis scandal with various reform and anti-corruption proposals. The candidates all agree with banning or limiting outside income for aldermen, eliminating the practice of aldermanic privilege, term limits for the mayor and alderman, and expanding the powers of the city's inspector general.

With the caveat that it's the most corrupt city We Know About.  Corrupt politicians try to cover up their crimes, some are more successful than others.  It's quite possible that New York or LA is more corrupt, but also not as good at Exposing their corruption.

There's also Washington.  Just saying.

It was a "Duh" moment for me when I heard it, though I have heard some respected lawyers, who once were part of the Feds who prosecuted the politicians who got caught, and are now respectable Defense attorneys say that Chicago is not the most corrupt city in the nation but it does have the most aggressive prosecutors in the country. Three out of the last four governors are or have served prison time along with scores of other elected officials. The motto in Illinois is "where's mine?"

Same as it always was. And that's based on convictions. If you also counted the legalized theft and fraud that is the essence of Wall Street, along with the 'too big to prosecute' banks, I think New York would be the clear winner.

But all the states together would not approach the corruption that Washington feeds on. The power to tax every dollar of income to every poor working stiff, coupled with the power to decide who gets prosecuted (or not), or what laws need to be passed to protect me and my friends and our dirty secrets, how could anyone or anything have that kind of power and not be corrupt?

Basically what I was implying.  Washington DC isn't just a city, and it's not technically a state.  So, the Governor's Office may very well be corrupt (Marion Barry anyone?) we just don't count the Senate as "Corruption."  They're above those laws, because they fucking wrote them.

I'll just point out the 27th Amendment, which states that changes to Congress that affect their pay, and benefits will not go into effect until that Congress has a chance to be re-elected (Or fired.)  Which was written in 1789, along with the Bill of Rights.  It was supposed to be the Eleventh Amendment, but wasn't even Voted on until 1992.

The ratification process lasted longer than Slavery in the United States.  I wonder why?  Maybe, just maybe, it has something to do with who was voting on it, and who was responsible for the Senate Budget.  I don't know about you, but I know what the most corrupt city in the world is, and I was born in Arlington, right across the Potomac from it.

While I'm aware this is wildly off topic, it's worth noting that the First Continental Congress was a unicameral legislative body, with only representatives, and no senators.

During the 23-day period when Chicago PD were investigating Smollett's case, there were at least 20 murders and 134 sexual assaults reported in Chicago.

But who cares? Not the media that's for damn sure because they didn't report on any of that.

"While they were investigating this, they could have been investigating real crimes," after they dropped the charges.  All charges.

Good, that means fewer unarmed black kids being shot on description.  It's not like they investigate White Collar Crime, and Government Corruption.

I guess when murder is considered commonplace it's not news anymore.  It was rarety/scarcity that made murder and rape newsworthy.

Maybe you could wear a hat to make your feelings known.

How about, "Make Murder Great Again" or "Make Rape Great Again."

Funny how those 20 rapes, and 134 sexual assaults were worth looking up when a gay black guy was caught lying, And exonerated.  Oh wait, dropping the charges doesn't exonerate him?

I'm sure we'll all remember that the next time a Report comes out that says it neither proves his guilt, nor exonerates him.

If I didn't know any better, I'd think there was a double standard at play here.
