So when a guy ejaculates, is there a certain level of hardness it must be at?

I recall in sex-ed some 25 years ago that a man's penis must be erect for ejaculation.  And in the past 25 years, my experience is that what I learned is correct.  
There will likely reach a time (whether due to age or loss of libido) when a penis is not 100% erect, maybe only reaching 50%, or say 25%.  Can one still ejaculate in those situations?

No, it helps make stimulating it easier, but a penis doesn't have to be erect at all.  It also helps to have something sexy to think about, especially in cases of hysterical impotance.  (That's where the fear of not getting it up keeps him from getting it up in a vicious self-defeating cycle.)

As an old guy who hasn't been hard in years, (diabetes and high blood pressure meds) I can personally testify that indeed ejaculation is possible and still pleasurable.  It takes more effort and time along with a lot of porno stories or videos.

Of course you have to define ejaculation as the expelling of male juices. I don't really spurt any distance, just dribble a bit.  It keeps oozing out for some time after, so need time to finish "clean up".

The answer to this I would not have known until I was past 52 when my erections became less reliably ‘on demand’ than they had been.  Thankfully that particular blood flow issue is easy rectified.  Since I’m only covered by insurance for 8 per month, I cut them in half which works fine.  Occasionally I don’t need them at all, but I rarely leave that to chance.

So yes I can cum without being fully erect.  I’m not exactly soft either, because my thoughts (and my hand) are too busy for me to remain soft.  And I’m not wasting a pill, even a half of one, on just rubbing one out.
