For us uncut guys, yes, we do push it back to wash under there, and it's a bit of a necessary thing; fail to do so, and you get all sorts of nasties in under there (thrush, surprisingly, is one of them, and it can get a bit embarrassing going into the pharmacist to ask for thrush treatment).

In terms of the foreskin, I've never heard of one exceeding significantly past the tip of the cock, and I would assume that, if something like that did occur, it would be detected at birth and treated.

I have seen really long foreskins exceeding the tip of the cock. Technically taking care should be the same as suggested above. Would it cause any problem, I don't think so… Likewise, some females have huge lips hanging down. I have also seen quite many in women too. The first time, was a friend of my mother who had taken me to a waxing saloon. She had the biggest lips I have ever seen in my life... Anyway, I wouldn't consider to have a surgery if had mine like that, because it is all nerve endings at the end of the day, which you would all loose...

RE: foreskins, it's abnormal for it to extend past the urethra When Erect.  That's something to take into account, the penis isn't always erect, and even circumcised ones can roll up into the skin when flaccid.  However, there's also a bit of plumping from the urethra during urination.  So, with naturally skinned ones, it tends to pull back to expose the urethra when they urinate anyway.  

Also, the "Short one" having a longer skin is just silly.  Short people don't have skin hanging off their fingers, and toes, because the skin grows to cover the person.  Except in rare cases where there's abnormal growths.
