s somebody who lives in south Africa (my birth country) occaisionally...I am here at the moment....I feel qualified to comment
the present south African government is one of the most corrupt in Africa, neopotism rules alongside graft and rampant corruption. the interpreter it turns out is not qualified but has held this official position for the past few years through his family associations with the current president and ruling party.
by the way the booing and heckling was edited from the 4 state channels and only viewed on the 2 independent locally....no official mention has been made of the interpreter scandal....a sad legacy for the party of Nelson  Mandela

He has apparently interpreted for other state functions.  My guess...  he's just a crazy individual who had the right connections to defraud taxpayer money.  He gets on camera and all he has to do is make some hand gestures and he gets paid.  Winner winner, chicken dinner.
