Considering San Andreas sold 27.5 million copies, and GTA IV sold 25+ million, I hardly think it wouldn't. Hell, San Andreas sold like 20 million copies on just the PS2 alone. That's about the same as CoD's combined sales on both PS3 and 360, y'know.
Black Op's is, to my knowledge, the best selling Call of Dooty game with sales of 27 million across three platforms. The 360 has around 14 million, the PS3 at 12, and the PC has a meager 1.5 million units sold.
GTA: San Andreas, as previously mentioned, 20+ million on one console alone. (PS2) With another 7 million or so on the PC and Xbox. GTA IV never slowed down either, so I see no reason why GTA V won't reclaim the record it gained back in 2008 with GTA IV. (Biggest first-day sales and entertainment launch, etc.)
