Not really a first amendment violation here, because Congress had nothing to do with the situation.

However, I admire the passion that led this student to take such a risk and speak out against the injustices he perceived.

Public opinion can absolutely play a role here.  I hope exposing the problem leads to reforms.

Public ISDs, and colleges that receive Federal aid, are considered “state actors” for Constitutional purposes.
