Why am I not surprised you didn't mention American Samoa, Guam, Northern Mariana Islands or Puerto Rico.
I can't speak for anyone else, but I'd probably give them a vote, for independence (And trade) or representation. The military bases in some of those places would have to be worked out.
In order to "give them a vote" they have to write a state Constitution and have it ratified, then apply for statehood...and that comes with things like OSHA laws and Minimum Wage laws among other things like Federal taxes...so MOST of them are ill inclined to actually go through the process despite the electoral benefits. It also means that certain laws won't apply to them as territories (the most famous being Jack McCall's two trials) which gives the governors rights that they would NOT have as a state.
But, surprisingly, I agree with you I honestly think it's total BS that territories are not given the same rights as states--though I can historically understand why.
