I've used ... ummm.... 'undocumented laborers' before. There's a city-supported 'day labor' site up in Plano, just off of Parker and 75. They'll accept nearly anyone as a laborer, as long as you have a residence and a phone. The folks running the facility act as interpreters as needed so you can contract with the people there for work, but the city folks do NOT manage the contract; that's strictly between you and the laborers. The city guys are there purely to maintain order and to interpret.
My experience? Even though they spoke hardly a word of English, two different sets of Hispanic laborers (several months apart) were leaps and bounds better than the 2 local yokels of African descent. The Hispanics got the job *done* ahead of schedule, and I paid 'em about half-again over what I'd contracted for. The two Dallas guys were fuckin' useless, dragged their feet & didn't want to work, and they got what we'd contracted for and not a damned dollar more. Next time I'll make sure and insist on Hispanics.
